Joint Sealcoat Program

OEI was the first engineering firm to offer a Joint Sealcoat Program, which combines the individual sealcoat programs of many cities and counties across the South Plains into one large campaign.

Combining the smaller individual sealcoat programs into a larger single program generates a more competitive bid from interested contractors and thus produces a substantially lower construction cost for each participant. In 1995 the program consisted of 475,000 square yards and included six cities. In 2002 the program had expanded to 1,145,000 square yards, combining eighteen cities and two counties. The program has continued to grow in size each year since its initial inception.
